The city has been under pressure to convert industrial land to housing. Under what circumstances should such conversion happen? Jim Spence: Conversions would be appropriate when they are in a transit corridor and there are established core business services for residential needs.

The city is opening parks, community centers and libraries that it can’t afford to maintain. What would you do about that? One alternative for smaller facilities is to have community-based organizations or homeowner associations adopt the maintenance of a park or facility with the city as a partner for insurance and utilities.

Is it time to give up on the quest to bring BART to downtown San Jose? BART still needs to come to San Jose. The residents need to be convinced that any bond measure or tax they impose on themselves for transportation will, in fact, go to that purpose.

What’s your best idea for bringing revenue to San Jose? The process of planning, developing and permitting has to be as user-friendly as possible.

What would be your top priority for San Jose once you were elected? Re-allocate more money into quality-of-life infrastructure. Two common areas of complaint are parks and road maintenance.
